Co-Director
Rooted in a shared commitment to quality services, community, and empowerment, Leatrice Sirls-Webb, M.A. cofounded PACT in 2004 with Carleene Antoine, M.A. Her leadership has been key in shaping PACT’s mission of person-centered service for individuals with Intellectual and Developmental Disabilities.
Leatrice holds a Master’s Degree from Santa Clara University and a Certificate in Applied Behavior Analysis from National University. She has over three decades of experience serving children and adults in varied settings, including family home, ILS, SLS, residential facilities, and substance abuse treatment.
Leatrice is known for collaborative leadership and creative solutions that balance the pursuit of freedom and independence with safety and regulations. Her empathy and conviction continue to steer PACT’s direction toward the vision of inclusive and equitable services.
Valuing meaningful impact and relationships, Leatrice supports numerous organizations in the East Bay. She currently serves on the Board of Directors of Alameda County’s Developmental Disabilities Planning and Advisory Council.

Carleene Antoine co-founded PACT in 2002 alongside Leatrice and brings over two decades of experience supporting individuals with developmental disabilities. Her work is grounded in trust, thoughtful care, and a deep understanding of community needs.
Originally from the Caribbean, Carleene has made the Bay Area her home and calling. She earned her Bachelor’s degree from the University of San Francisco and a Master’s from Santa Clara University, and has served as a trusted Regional Center of the East Bay (RCEB) vendor for over 20 years.
Known for her calm and intuitive leadership, Carleene listens deeply, responds with care, and leads with clarity. Her unwavering dedication continues to shape inclusive and empowering systems of support across the region.

We partner with RCEB to deliver services to clients in their home and community. After assessment, we pair them with trained staff and implement service plans.
